Until now, the HCT (Don't isn't an IT8) has been available on both Velvia50
and Kodak Electronic Output Film which has the same dye characteristics of
other Ektachrome types. Both of these films are now out of production and
replacements are in the works now which will be more representative of
current emulsion types. You're correct that a big part of the quality in
these targets is the fact that they are individually measured -each target
has its own reference file, but special care is taken in the exposure and
processing as well to make sure that the gamut is as extended as possible.

The combo HCT (Velvia) - ICC-Scan - Ektachrome (now Chrome 100) works very
well with my Eversmart and colors are accurate (I shoot mostly Velvia).
The previous profiles I made with a IT8 batch target were not even
approaching. But I can't talk on the gamut compression losses, for I send
directly the wide gamut image to the printer custom profile. Don
Hutchinson also makes IT8 targets on Fuji film. The problem with Kodak IT8
targets sold in batches is that the numbers provided are sometimes
"generic".
