No need to "rip" anything out of the System directory. Just go into System Preferences and choose "Keyboard & Mouse". Then choose the Keyboard Shortcuts tab. Near the top you will see the Universal Access controls. Just uncheck the box right to the left of "Universal Access" to turn off the whole lot.
As long as you're in there, scroll down to "Dock, Exposé, and Dashboard" and uncheck "Automatically hide & show the dock", This keyboard shortcut conflicts with the keyboard shortcut in Photoshop to feather a selection.
As a Systems integrator, those are two of the first things I shut off when doing an installation. Universal Access contrast problems are more rampant then one might think!

Just go to System/Library/PreferencePanes and rip Universal Access out. No more troubles. :-)
I tested this, but this doesn't help IMO. When I remove the Universal Access prefPane the "dangerous" keyboard shortcuts still work. You don't have the chance to check in the "Universal Access" prefPane if the contrast settings have been altered.
I'll keep your method in mind for other things (but I'll keep Spotlight). :-)
