I think they are untagged to avoid some confusion (the numbers are
important, the meaning isn't) and to keep the file size smaller. Of course,
you have to tell users who open these files that don't know better "It's OK
they are untagged."
Maybe we need some Null embedded profile for targets <g>. Actually it's not
necessary and such users will be confused either way.
