A customer has recently mandated that all proofs they receive, from
all
vendors, need to be TR001 compliant.
For SWOP compliance take a look at the Application Data Sheet for
your device at: www.swop.org/certification/certmfg.asp
TR001 compliance can be measured against the TR001 characterization
data and then confirmed on each proof with an agreed upon target.
No, in my opinion, SWOP and TR001 are not quite the same. The issue
you bring up about the paper is one good example. They may be in
complete conformance to SWOP guidelines for density, dot gain, print
contrast, etc; but not colorimetrically matching TR001.
It'll be important for everyone's sanity to agree on some tolerances,
too.
