Yes, it happens both in Photoshop CS and CS2.
Though, strangely enough, it does not happen when you set the JPEG quality
at values of 6, 7 and 8. At those values, the color numbers remain
unchanged. Funny how that is.
Chalk that one up to JPEG's compression quirks, I guess...
