The NEC-Mitsubishi CRT's often achieve a higher luminance. For a
trinitron CRT it's normal to be darker, but 74 nits @ 6500K is pretty
dark and yes that could be defined as a DOA -- at least for color
critical work.
When you want to work at 6500K, 74 nits might be "just o.k.". I
personally would not use a display below 70 nits. The higher luminance
and the option to adjust it without effecting the color (noticably) is
a big plus for flat panel displays IMO.

The good ol' Barco CRT's where calibrated to 75 nits... ;-)

I don't think so. If he can the lifetime will drop even faster.

I think you can live for a year with this monitor as a 2nd system. But
don't hold your breath. I don't expect that prices for _good_ flat
panel displays will drop that much in the next year. In contrast in
europe the prices are likely to raise because of the 16% taxes which
have now to be payed for _all_ displays including a DVI input. :-/
You're lucky living in Canada so maybe the prices will drop a little
bit. But overall sure the prices will decrease with time.
