For what it's worth, the recommendation in "Real World Color Management" for CMYK inkjets is:
If the RIP applies ink limiting:
Total Ink Limit: 400%
Black Ink Limit: 100%
Black Generation: Medium to Heavy (not quite Maximum)
Black Start: 30%
If the RIP does not apply ink limiting:
Total Ink Limit: 260%
Black Ink Limit: 100%
Black Generation: Heavy (not quite Maximum)
Black Start: 30%
So, as you experiment, perhaps you should question the basic premise that low GCR is the way to go.
