Yes, that is true.

I think that certain, shall we call them, "interested parties" are artfully
vague regarding the verification procedure, and do not seem to mind too much
if the user gets the impression (or don't do much to dispel such an
impression) that it's an *absolute accuracy* check, rather than an *internal
consistency check* -- which is far more limited in scope and validity than
an absolute accuracy check.
