Not in all cases.

LUT monitor profiles made with basICColor display use the XYZ PCS, but ones
by Monaco Optix use L*a*b*.

ColorEyes used L*a*b* too, at least 2 years ago.

EyeOne Match matrix profiles use XYZ.

So, it varies among manufacturers.
