"Reply" means sending a message to the originator of a message,
singular, while "reply all" means replying to both the originator and
anyone else who received the message, plural, in this case everyone
on the list. So I think it's behaving correctly according to the
meaning of the commands.
I'm guessing this comes up for people who use cmd-R for Reply, and
are so used to hitting cmd-R when replying that they do that instead
of cmd-shift-R for Reply All. I always click the toolbar buttons and
they're obviously labelled Reply and Reply All so it's never been an
issue for me, never even thought about it.
