Actually it's relatively easy to make an Epson match a contract proof to a
tiny deltaE. We do it all the time. In fact, Epson supplies an off the shelf
RIP (from ColorBurst) to do this. At the Epson Print Academy, we show a four
color poster with many difficult reproducible colors and an Epson print off
a 4800 that match far closer than just about any contract proof has matched
any press sheet I've seen.

No halftone dot yes. A 'lose' color proof indeed. But the two match and
there were no surprises from the photographer, designer nor printer. This
entire poster/proof/Epson exercise was done as a proof of concept that
indeed in this case, the photographer was able to provide fine Sep's and an
in house matching proof. I will point out, the printer was fully ICC
compliant and did supply the press profile.

UCR/GCR specified by profile supplied. No issues. Sharpening? Easy, the
photographer used PhotoKit Sharpener and only needed to select the print
type (press). No issues with neutrals.
