If the image is a black cat on a pile of coal, yes indeed!

Where do we draw the line. There is a difference between level zero and 1
and level 254 and 255. I'd ideally like to see that considering the role of
a calibrated and profiled display.

No problem seeing this on my 20th century CRT (an Artisan).
