Anyone can register private tags. Yes, Graeme Gill, too. :-)
You register them at the ICC web site. See ICC Signature Registry
at www.color.org. ICC resolves any naming conflicts for registered
items.
One place to collaborate on the contents of "semi-private" tags with
other ICC developers would be at ICC's user forum
http://www.color.org/icc_users.html (We don't have an icc_developers
list yet)
Yes, it would be great if the party registering a tag also provided
documentation of the tag, but it's not required. If you have
documentation, send it to icc_users. Aks Phil Green to post the doc
or a link on the ICC site.

What's needed is a place to publish the specifications, some sort of
