I can't imagine what HP Barcelona engineer doesn't know about the Gloss Enhancer (GE), but your description is basically correct. A couple of added points:
Of course the engineer knew about the GE but he didn't know exactly how the econo mode worked (HP's documentation and employee training inaccurately states how it works) or why someone whould want to print with the GE on the image but not the rest of the page. On some papers the difference with the GE is a really nice touch and significant for a printmaker.
