I have had the same issue with Lightroom...

This may be the way it is looked at, but I understand that Lightroom uses ProPhoto RGB
(D50@G1.8) at D65 and Gamma 2.2 for 16-bit processing, and will apply that WS unless
another is chosen.
I have always assumed they used percentages because it was easier to understand by the lay
user, the main target of Lightroom. In reality, after complaining to myself and others,
the use of "0 to 1" values for RGB, is the standard usage in color calculation. It is
certainly the case on Bruce Lindbloom's site where you can switch between RGB scales.
I would prefer to be able to use 0-255, or whatever, since they are using 16-bit space
(15-bit+1 "values" in PS) for processing. Oh... maybe that is the reason, they are
working in 15+1/16 bit space and those numbers would confuse all most anyone.
