I'm sure it happens, but less and less all the time. ALL of the companies we
work with take extra steps and care to monitor this. Smaller companies with
less important reputations and integrity may certainly turn their backs to
this practice, but we have never encountered this with the larger and better
known printers/prepress.
You're right about the casual use of the term "high-end". But generally, at
least in my experience, the techy guys, and those types that care enough
about color management and reproduction quality to linger in a forum such as
this one, know exactly what we mean by "high-end". I would suggest that it's
the lesser informed publishers, marketing folks, and sales people that are
more likely to ALL consider themselves "high-end", even if they print
coupons and candy wrappers.

Sorry, I'm not looking to hijack this thread, but after reading some
of the passionate royalty-free discussions over the last couple of
days, the mention of printing high-end images in China begs a
question or two.
Do photographers have any issues with their intellectual property
being reproduced in areas of the world that may not enforce the same
copyright protections as here in the USA? Is this even a
consideration?
BTW, we are a "high-end" commercial printer. But then I've never
come across a printer that claimed to be "low-end".
