But in InDesign, it's a many to one relationship (many sources but
one destination).
No, not always. Content repurposing is more common than ever these
days and I'm certainly seeing people print the same document to
multiple devices and needing different intents. All of this (and
other little details) can lead a person to want one default intent
and/or policy in Photoshop and another in InDesign which breaks the
whole single-color-settings-file-for-all-applications idea.
