I don't think ColorPicker can display LCH values but I know that Measure Tool can when using the Spot measurement tool. Another piece of software to consider is X-Rite ColorShopX. The measurement scratchpad in CSX can display Lab, Lch as well as a little graphical respresentation of the spectral response.
