It's not that difficult, really, and there's no need to complicate matters:
"color inconstancy" deals with *one* sample and how the change in color
appears noticeable to an observer under different kinds of light sources.
This is most noticeable with black & white prints that are supposed to look
neutral, but instead look that way only under one illuminant, whereas they
show a cast under others (pink or greenish, depending on the illuminant and
the gray tonalities in the print itself).
Recent developments in inkjet technologies (like the "Advanced Black and
White" driver function in Epson UltraChrome K3 printers) create prints with
a gray balance that is far more neutral-looking and stable ("constant")
across illuminants than was the case with previous ink-printer-paper
combinations.
