a number of different things to different people. When working with
the common end user one wouldn't be able to use this term without
also defining was it is and isn't. Color inconsistency sounds a lot

Not to complicate matters. What is referred to here as 'color
inconstancy' always requires a comparison with a second sample since
no human has an absolute vision. If my Fujicolor Crystal Archive did
not look grey under fluorescent light than this is only because it
did not like other objects I considered to be grey (or more precise
color neutral).
Although I assume to a small extent people some kind of 'absolute
vision'. If you put people in box painted in only one colour, eg,
red, and illuminate it (starting from complete darkness) with
different light sources; and then put them in a blue box. They
probably will be able to tell which box was blue and which one was
red. But asking them to tell the difference between a red and orange
box, might not lead to success.
(I realise, boxes might not be the best scenario, people habe to be
prevented from seeing themselves.)
