Pre-Qualification," I think. Really, this is much ado about not very much. I know Don didn't intend this sort of mystique. If good paper is used (with not too much brightener, within ISO specs for color) and proper attention paid to fountain solution, blankets, rollers, squeeze, etc., the press will "qualify." It's just another way of saying that the printing system must be maintained and well-known, established practices followed.
