Is it possible to create "synthetic" raw files? To test processing in all kind of raw workflows?

If I read you correctly, you are suggesting creation of an artificial raw file based on some target (say, like a Macbeth), or a real photo captured on the film. If so, the answer is "yes"; and we use this for example to compare demosaicing algorithms and other adjustors used in converters.
