Photoshop's gamut warning utilizes the gamut warning tag of an ICC profile.
This tag is a LUT containing values that are a single bit (value of either 0
or 1), for in-gamut or out-of-gamut. Therefore, Photoshop cannot show you by
how much a color is out of gamut. It is also dependent on the profile
creator to properly populate this tag, which not all software does
correctly.
