Thanks very much for the links. I knew there was expertise on the list!

Having spent a lot on information, I find good information worth the
price of admission if one can afford it. For some, $20 is a trifle and
for others a barrier. For generally trying to keep up with a few areas
of literature or doing historical research, I tend to fall into the
latter camp.
However, the model for library usage is changing. To elaborate on what
Roger wrote, in the old days one could visit the dusty journal stacks,
locate articles of interest, then search out a copy machine (which
usually didn't work very well), feed in some money or a prepaid copy
card and walk out with articles at pennies per page.
Nowadays, bring your USB flash drive and search out a terminal. This may
vary by library but my experience has been that if the library is
subscribing to online editions of a journal including the back issues,
public patrons at terminals inside the library usually have access to
these subscriptions. It is actually more convenient than stressing
journal bindings on the dirty glass of a copy machine.
Locating conference proceedings and international standards this way is
a lot more dicey.
