There is an ICC only option but it depends on having the data that
generated the CMYK profile. Simply create another profile in Monaco
(or whatever) from the raw data with a more aggressive/desirable
black generation and then use the 'convert to profile' feature in
Photoshop.
If you use SWOP2006.icc or GRACoL from www.idealliance.org to create
your separations, the raw data is available for download on their
website. Unfortunately, the raw data for the profiles that ship with
Photoshop are long lost.
