I don't think so, Rick.

The strategy that Harold is mentioning includes all those options you
indicate as viable solutions within a continuum of available choices, no
longer artificially separated by UCR/GCR/UCA concepts that have outlived
their usefulness.

That's the way I read it, anyway. :-)
