It does Brian but I've no good explanation for it.

A hand waving explanation would be that FM uses the ink more efficiently by spreading it thinner over a greater area. Or to put it another way, conventional screening wastes ink by piling it on the dot making the dot darker, when the overall reflectivity is already determined by the not dot area.
