I admit my total ignorance! So, there! (more humor) Anyway, I
still cannot figure how the 0.26 is found, arrived at, or displayed
on the graph. I am going in circles. As well, as nearly ready to
give up.

Just when I thought I knew it all! (humor, don't cha know)
In that screen capture, you have 100:1 contrast ratio (70 divided
by 0.7). IF you calibrated to say 90cd/m2, and assuming as I would
expect, the black would be the same, the contrast ratio would be 128.
