Given what I know about color management, it does not suprise me
that 3 Color 50% (C-50%, M-50%, Y-50%, K-0%) is way outside of
tolerance, and may never be hit.

I'm not a Kodak user, so I'll keep this brief. Where are you getting
the tolerances you listed? I could be wrong but but I believe the 3
Color patches are not supposed to be equal amounts of CMY, but rather
"balanced" to produce neutral gray. 3 color 100% will have equal
amounts, but:
3 color 75% = 75C, 66M, 66Y, 0K
3 color 50% = 50C, 40M, 40Y, 0K
3 color 25% = 25C, 19M, 19Y, 0K
Perhaps this explains your high DeltaE numbers? I would think you
should easily get below DeltaE of 3 for those patches.
