First, they can shoot a JPEG. Or they can use the manufacturers Raw
converter. Or they can decide if like you, this is a deal breaker, not use
an Adobe Raw converter or DNG. Plus, your assumptions above about what's
possible today and what may be possible in the future still doesn't make
what is possible today anything as alarming dysfunctional for most users as
you would like to make it appear.

Short of the brain probe to read the users mind, how would the printer or
software "know" what paper Mrs. Joe put in the printer? How would the print
driver know this to set the media settings? How about proposing a bar code
on every sheet of paper?
At some point, you try to make all this so idiot proof, only an idiot can
use it or more appropriately, make it idiot-proof, and someone will make a
better idiot.
