Both kinds of communication have pro and contra.

A email list is much quicker and easier to use. On the other hand, even if you are using threads with you email software it can get confusing
and you get all threads, even if you are just interested in a few.


A web forum doesn't have the speed of a mailing list, but it is more structured. It is a special kind of content management system with many authors.
In many cases it can be very helpful to have the chance to post formated pieces of code or placing a small image or what ever.
Every user can subscript to the threads they want to read.


I personally like both solutions.

There is no technicaly reason, that it can't be done with a mailing list.
So there is no difference in that case.
