Your best bet for controlled lighting is probably a standard lamp with a
shutter (barn doors, mask, etc.) and then a diffuser. That way the color
temperature is constant, but the output can be modulated and the overall
illumination should be relatively constant (you need a GOOD diffuser, like a
white umbrella).
The next thing that occurs to me is LED lighting - the spectrum is fixed
regardless of the power. But it's not easy to get smooth, full spectrum LED
lighting.
I did use a modulatable argon-ion laser for one of my own tests - but that's
probably a little monochromatic for most testing.
