AFAIK, channel-by-channel linearization followed by a single matrix
pretty much describes the color processing *in a given light* provided
one neglects things like flare-removal or highlight recovery. How one
determines the linearisation and the matrix for that image is a
different story.
Obviously, ICC shaper-matrix profiles can do the above, provided there
is enough numerical resolution in the processing. ACR-type processing
can also do it.
There is no technical differentiator here.
Look profiles are a different story. I have custom software and batch
actions that burn a similar "look" into a profile after I've dealt
with the measuring part.
