Ken,
The only reason I can come up with for the CMYK mode producing "higher
quality" would be because it's normally required when using a RIP, and a RIP
that uses good linearization procedures can use a given paper's potential
more precisely and accurately. It also gauges ink limits, which could
otherwise be too high and thus obscure shadow detail.
On the other hand, RGB profiling workflows are typically performed without
direct control of either linearization or ink limits other than those
applied by the driver in a "cookie-cutter" fashion, without a way to
customize them.
But I'm not sure that would necessarily be the intended meaning of that
statement about the "higher quality" achievable with CMYK profiling
workflows.
