The SNAP document seems to be outdated at least in those portions
where I know enough to judge.
The understanding of PDF kind of stopped at version 1.4 (Acrobat 5) -
that's around 2001...
The only finished PDF/X standards document referenced is the
predecessor to the current ISO standards - an ANSI document from 1999
that has since been obsoleted by the ISO PDF/X developments. The ISO
flavor of PDF/X is mentioned in the bibliography - referring to a WD
(working draft) - this must have been 1999 or 2000.
It seems nobody found the time review at least these portions of the
document since around 1999.....
I hope the rest of the document is not as outdated as these portions -
they must be really misleading for those who are not yet familiar with
PDF and PDF/X and would be inclined to learn more about them.....

Hello Vic,
Had a chance to review the new SNAP standard document
(http://www.snapquality.com/uploads/SNAP_2009_2_.pdf) and I must say
it is
quite comprehensive. They've included all kinds of tidbits on color,
scanning, photography, even RAW workflow! So, worth reading.

new SNAP standard (new standard was established this month, August
2009 based on spec sheet I was given). This is the same standard
specified by the NAA (Newspaper Association of America).
