I would reply with a definite "no", since the amount and extent of UV differs with each measured specimen. Some substrates have a substantially higher OB content (optical brighteners), others less. If all you have are just UV-excluded measurement data, there is no way to put in the UV data that were eliminated, since there exists no measurement of them to begin with, and they are highly variable.
Conceivably, one could do the reverse (derive UV-excluded values from UV-included ones), since that transformation has no inherent variables in the destination. ProfileMaker, for example, gives the user a choice of using UV-included spectral measurement data either to compensate or not for the visual effects of fluorescence while building a custom ICC output profile.
