Is that the Microsoft Color Control Panel Applet for Windows X ?
I've been scratching my head on this one for a little white now, wandering
what could possibly done to work around this limitation.
Unfortunately XP doesn't have any distinction between user and
system profiles (unlike Vista). It could be a directory
permission thing, in which case changing the permissions
on C:\Windows\system32\spool\drivers\color to allow non-administrator
users to write to it may solve the problem.
If all you want to do is load the calibration, then
that may be possible with a suitable loader run by the user
from their copy of a profile, but if the application is going to only
look for them in the standard place, then you need to find a way of writing
them there. (What does Argyll's "dispwin -I profile.icm" report ?).
