Offset plate tone value tolerance

Hi list members,

What tone value deviation tolerances do you use passing/failing an
offset plate? I think +-1.5 percent would be ok using an instrument
with accuracy of +-0.5 percent. Do you think 2-3 percent is resonable
or just too much deviation?
