Although I wouldn't consider our Noritsu dDP-421 low-end, it's
essentially a dumb printer like you describe--there is no internal
linearization or calibration beyond the nozzle check.
Workflow:
Print test page (TC9-18 RGB)
Read using i1-iSIS
Generate ICC profile with ProfileMaker 5
Install profile into Photoshop
Open image file in Photoshop and convert to generated profile
Save as JPEG
Print JPEG in Noritsu dDP-421
Kind of a bother, but it guarantees us a neutral gray and consistent color.

Sorry, wasn't really specific enough in my question. I'm specifically
wondering how my esteemed colleagues would approach profiling a low end
printer (say, up to something like a Canon Pro 9500 Mark II). So, no
RIPs, using ICC profiles, with the specific aim of improving color
accuracy.
And it's definitely to-MA-toe, or let's call the whole thing off.
