It entirely depends on how you setup the hot folder.
An Onyx hot folder is essentially a way to open files with a specific
quick-set. In your quick-set you can tell it which profiles to use when
opening the image, or none at all.
If you save the TIFF from Photoshop with no embedded profiles, then Onyx
will use whatever profiles are set as the default profiles in your
quick-set. If the hotfolder quickset is set to use no input profiles,
then it will pass whatever CMYK data you give it directly to the output
device, without doing any color conversion.
Am I to assume that your client is converting to the printer's output
profile from within Photoshop? If that is the case, then you would setup
a hotfolder with all profiles turned off. That should get you what you want.
