I agree with the reason. It helps newbie to understand color management better
by let them do it manually, apart from simplifying dialog.

Their reasoning is a tiny fraction of the user base uses the No Color Management
option and to simplify the dialog.
You can also use the null profile “hack”. Assign say Adobe RGB to the target. In
the Print Dialog, set Photoshop Manages Color and select Adobe RGB from the
popup menu.
Same as Source left the app way back in something like CS if memory serves me
(to be replaced with No Color Management).
