Those are the reference or *device* values.
What I'm not sure about is how you're using the device values for comparison in Measure Tool and/or ColorLab (comparing reference values to measurement/Lab values? What would this tell you?). You really only need two sets of measurement values for comparison, as long as they are in the same order and the same number of patches. The reference/device values are optional unless you want to use some of the more "advanced" functions in Measure Tool such as gradation and dot gain.
