I think, as a practical matter, that assuming sRGB for untagged images will be correct a significant majority of the time, and virtually always be ``good enough.'' If I had to pull numbers out of my...um...ear, I'd say that it'll be correct over 90% of the time. It shouldn't be too hard to perform suitable research to confirm or refute that assertion.
The display profile, on the other hand, is guaranteed to be worng except in the vanishingly-rare instance of somebody viewing an image in a Web browser that they created on the same computer using non-ICC-aware software. And, even in that instance, assuming sRGB is almost guaranteed to still be the best option, as it will simulate a typical display.
With the increasing prevalence of wide-gamut displays, the discrepancy will only get more obvious.
