The "least bad", perhaps, but not "best". And certainly not "guaranteed".
It's a bit like saying that a recently-discovered, previously-unknown
creature is likely to be a cephalopod, without adding any information to
that very insufficient description. It may identify the correct class of
organism. But then there are infinite possible variables, including, but not
limited to, size, color, texture, etc.
There are perhaps not quite as many possible variables in today's
color-managed workflows, but enough to create conditions that make it
impossible to say that there exists a guaranteed "best" solution in any one
case in the absence of pertinent information.
