Yes, the dongle thing (serial cable) is necessary, but as Graham pointed out, you only need the power cable if you remove the spectrolino from the table mount and use it as a handheld device. I assume you have the power cord for the spectroscan table itself? If not, any standard removable power cable will work.

Much like an Eye-One iO, having a table means you can scan materials that won't go through a chart reader like an Isis or DTP70. Every try to run actual newsprint through a chart reader? Good luck with that. Also, a table allows you to back the sample with with anything you want, like blank sheets of the stock you are measuring.
