I can't wait to get my hands on an FD test unit. I am ardently looking forward to compare with M0 instrument, to judge the results visually using a Munsell Book of Colors I measured with an M0 instrument. Under Just-Normlicht lamps, the match is quite good but there are plenty of visual differences that it would take days to numerically correct on the proof. To me, humble user, if the match improves as a result of FD measurements then I know my color management will have made a step forward.
I'm likely to re-measure my Munsell Book of Colors with the FD ...

As to the method for judging M1 conformance, I also think that the most important issue is to establish the reliable, unbiased, and also practical method for M1 instruments to be really acceptable. We made our own reference materials which were assigned their bi-spectral characteristics by NRC in Canada and evaluated the FDs using them by the evaluation method we made based on the concept described in ISO13655.
Since it is not practical to prepare satisfiable number of reference materials which are generally unstable, Mr. Matsubara, who is charged in this issue, is thinking about the similar judging method to CIE 51.2.
