Following up on my previous message there was another version of this ISCC-NBS system published as NBS Special Publication 440, "Color: Universal Language and Dictionary of Names". The authors were Kenneth L. Kelly and Deanne B. Judd.
This publication might be more useful for naming since it begins with a more extensive description of the system. Then there is a 46 page list of synonymous and near-synonymous color names referencing other color systems such as Maerz and Paul, Plochere, etc. to this system. It then concludes with a 74 page dictionary of color names and their relationship to the ISCC-NBS designations.

It was based on the Munsell system and assigned names to regions of each hue plane. There was also a supplemental publication with color charts made from Munsell chips with the ISCC-NBS names instead of the Munsell coordinates.
