Thank's to your help, I found the following link :
http://www.december.com/html/spec/colorucl.html
Which does a good job of explaining the "267 blocks" of the ISCC-NBS method.
But I'd like to find something a little "broader" in scope, perhaps like
HP's Nathan Morooney Colour Thesaurus but with Munsell notations. Like, what
is "mauve" or "chartreuse" or "crimson" or "lime" or "Kelley green"?
I had a copy of Nathan's "book" in my hands not too long ago but I can't
find it anymore in my documentation. I remember Nathan had sRGB triplets for
all kinds of everyday English color names, compiled from volunteer rankings
on his web site. Perhaps I could translate these sRGB triplets to Munsell
notations, then?

The only "definitive" source for color names that I know is the "ISCC-NBS
Method of Designating Color and a Dictionary of Color Names", NBS Circular
553. It was based on the Munsell system and assigned names to regions of
each hue plane. There was also a supplemental publication with color charts
made from Munsell chips with the ISCC-NBS names instead of the Munsell
coordinates.
