I've found that the preference is somewhere in the /preferences/by-host folder and is tied to each individual computer. Creating a custom profile (mac2.icc for example) creating a template user with a preference for that profile, and then putting those preferences in /System/Library/User Template/English.lproj/Library/Preferences will make all new users (networked users auto-create a new /Users/* folder when logging in) use that mac2.icc profile.
You can also use other utilities for locking all network users into one template user folder (/Users/customer for example) and then set the preference there.
But yeah, propagating a monitor icc profile in a networked multi-user environment with apple computers is a complete pain-the-lcd. Apple, please fix this.
