I hope you're right.
My personal opinion is that they put that onerous restriction in there for a reason, and have no intention of removing it, but rather of just obfuscating while hunkering down until the storm of initial reaction passes. So I'll believe it when I see it.
However this is an instance when I would be more than happy to be wrong.
